Double Board Certification 

Board certification is a voluntary credential beyond medical licensure, awarded only to physicians who pass written and oral examinations administered by an accrediting board recognized by the American Board of Medical Specialties. The examination process is among the most rigorous evaluative steps a surgeon undergoes after residency, and a meaningful fraction of physicians who attempt it do not pass on the first effort. Dr. Dugar holds certification from both of the principal boards that govern the surgical specialties relevant to rhinoplasty. The American Board of Otolaryngology, Head and Neck Surgery is the board responsible for certifying surgeons of the ear, nose, throat, head, and neck. Certification requires the successful completion of an accredited residency, supervised case experience across the full breadth of the specialty, and a sequence of rigorous written and oral examinations. For rhinoplasty in particular, otolaryngology certification confirms that the surgeon has been trained not only in the aesthetic shape of the nose but in its function: the airway, the septum, the sinuses, and the upstream consequences of every operative decision.

Additional subspecialty board certification through the American Board of Facial Plastic and Reconstructive Surgery confirms specialized fellowship training in the aesthetic and reconstructive surgery of the face, including rhinoplasty. It also requires supervised case experience across the full breadth of the subspecialty, and a sequence of rigorous written and oral examinations. The American Board of Facial Plastic and Reconstructive Surgery is one of the most selective subspecialty boards in surgery. Together, the two certifications mean that the surgeon performing your rhinoplasty has been independently evaluated, at the highest level, on both the function of the nose and its aesthetic refinement.

A Foundation of Excellence

Dr. Dugar's training was selected, in each phase, for depth in a small number of places, rather than breadth across many. Each institution below was chosen for what it taught and what it required.

The Accelerated B.A./M.D. Program at The George Washington University

Dr. Dugar was Valedictorian of his high school class (rank 1 of 525 students), a National Merit Scholar, and an Eagle Scout. He was admitted directly out of high school into the seven-year combined B.A./M.D. program at The George Washington University, one of the most competitive accelerated medical pathways in the United States. Admission into the program required not only academic distinction but a defensible commitment, made at the age of seventeen, to a career in medicine. Once enrolled, Dr. Dugar consistently performed in the top two percent of his class in biochemistry, immunology, and physiology, and traveled internationally during his medical training to observe and learn from established plastic surgeons in Europe and the United States. By the time he completed medical school, he had already begun the mentorships that would later define his surgical philosophy.

Surgical Residency at the University of North Carolina at Chapel Hill

Surgical training was completed at the University of North Carolina at Chapel Hill in one of the country's top-ten Otolaryngology, Head and Neck, and Facial Plastic Surgery programs. The UNC program is known for its volume and for the breadth of cases its residents handle, and Dr. Dugar's residency was no exception. During his training he was recognized as the department's Best Plastic Surgery Intern of the Year. His clinical work was also featured in UNC's documentary series Real Doctors, Real People, which received four Bronze Telly Awards in the categories of Best Video, Best Program, Best Videography, and Best Health and Fitness Video. By the conclusion of his hospital-based training, Dr. Dugar had performed more than five thousand surgical cases. That volume preceded, and was a prerequisite for, the fellowship that came next.

The Advanced Closed Rhinoplasty Fellowship

The Advanced Closed Rhinoplasty Fellowship operated differently from most surgical fellowships. Where most programs accept multiple fellows annually and rotate them through a structured curriculum, the Advanced Closed Rhinoplasty Fellowship was an invitation-only apprenticeship in the closed, endonasal rhinoplasty technique, accepting one surgeon at a time. Its purpose was the preservation of a specific technical discipline through direct, one-on-one transmission from master to successor.

Dr. Dugar was selected as the final legacy fellow of the program. He trained one to one in the technique that he now performs every day as Scarless Nose® Rhinoplasty, and completed the fellowship as the practical and intellectual successor of a closed-rhinoplasty lineage that traces, ultimately, back to Jacques Joseph, the father of modern rhinoplasty. Its principles are practiced inside the atelier every day.

Beyond the formal fellowship, Dr. Dugar's surgical philosophy was shaped by direct study under several of the most respected names in modern facial plastic surgery. Few cosmetic surgeons publish in the academic literature, and fewer still are invited to contribute to the canonical textbooks of their field. Endonasal Rhinoplasty: Transcartilaginous Approach. Chapter 20. Co-authored by Dr. Dugar, the chapter codifies the Closed, Scarless Rhinoplasty technique used at the atelier and now sits inside one of the most widely referenced rhinoplasty textbooks in the field. It documents the full operative sequence, from patient selection and anesthesia through the first internal incision, the dorsal refinement, and the closure of the vestibular mucosa, alongside the philosophy that governs when each step should and should not be performed.

Minimizing Morbidity in Endoscopic Pituitary Surgery

Otolaryngology, Head and Neck Surgery, 2012. The paper introduces a nasoseptal rescue flap technique that has been adopted in complex endoscopic nasal surgery and influenced subsequent minimally invasive approaches. The principle underlying the technique, that the same anatomic structure can be repurposed to reduce complications, is an early articulation of the preservation-based philosophy now central to the atelier.

The Laryngoscope, 2010. A foundational study of resource utilization in pediatric acute sinusitis, contributing to the evidence base for preoperative planning and the optimization of clinical care pathways in pediatric otolaryngology.

Two of the 2024 invitations are particularly worth noting. Founder, Beverly Hills Rhinoplasty Center

Dr. Dugar is the founder and surgeon of the Beverly Hills Rhinoplasty Center, the Scarless Nose® Atelier in Beverly Hills, California. The atelier was built around a single discipline. It is intentionally limited to Closed, Scarless Rhinoplasty performed by Dr. Dugar, and nothing else. Approximately three hundred cases are accepted each year. More than three thousand endonasal rhinoplasties have been performed at the atelier to date.

The surgery center is private, fully accredited, and holds Medicare and Medicaid certification, the highest level of certification a surgical facility in California can carry. It is the same level of certification at which members of the Royal Family who travel to the atelier are cared for, and it is the same level of certification at which every patient at the atelier is cared for.
